The Failure of the 28-Article Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: positive announcements are delivered from various governments. Considerable effort is expended on containing particular approaches. By night, Moscow brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "resolution".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity afforded by current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to counter approaching aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Soon thereafter, Kyiv's air-defence systems thundered: several firings fired to intercept a incoming threat. This was a modern interception technology at work, most likely provided by partner states. Every launch shakes the surroundings, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: maybe the hostile projectile won't cause damage this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the opposing UAV – it maintained course toward its objective.

Periodically, this continued until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and utility failures in many homes as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those full day demonstrated Ukraine's essential dependence on Western support – a dependence that regional partners are evidently unprepared to replace in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from Washington generated strong feelings, discussion and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.

Every new approach from US leadership unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This cycle will, undoubtedly, endure.

Political Considerations

It is convenient to criticize specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington works based on a assumption well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The American government assumes that it is unfeasible to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, US leadership does nothing to discourage Russia, through words or deeds, from believing that the status quo will not change more in its benefit in the near future.

Opposing Positions

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to sign a deal that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding lives and land but avoiding a complete military breakdown until circumstances change in its favour.

Present Conditions

Realistically, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: political desires to broker a ceasefire and secure international recognition, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their mission will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, primarily depend on continued Western support.
